The Constitution of the Missouri Synod, in its Bylaws, clearly states:<br /> <br /><i>2.10.3 (a) The rite of ordination or commissioning should normally take place in the presence of the congregation or other agency to which the candidate has been called.<br /><br />2.10.3 (c) If an unusual circumstance warrants it, the appropriate district president may authorize that the rite take place in the home congregation of the candidate, or other appropriate congregation, with the permission of the calling congregation or other agency.</i><br /><br />But it is more than a Bylaw position (and DP's feelings). One of the four elements contained in Martin Luther's 1539 "Formula for Ordination" is the confirmation and commendation <b>in the presence of the (calling) congregation</b>. This is even more relevant for those who emphasis the broad sense of "the call" as including the ordination (or the Loeheist emphasis of "the ordination" as including the call).<br /><br />Indeed, Loehe, in his hand-written instructions given to each of his <i>Sendlinge</i> specified, among other things:<br /><br />"6. When a congregation has properly called you, seek examination and ordination by a German Lutheran synod, and if possible, <b>permit yourself to be ordained before the eyes and ears of your congregation</b>."
